ABSTRACT

Climate change policies at the international and national levels address both mitigation and adaptation, mitigation measures designed to stabilize or reduce greenhouse gas emissions and adaptation strategies helping individuals and communities adapt to the changes. This chapter summarizes the findings of a small-scale qualitative research project on the integration of gender in Quebec policies and civil society. It examines the obligations of the Quebec government regarding the integration of gender in climate change mitigation and adaptation, based on international instruments and national laws, and how the government has fulfilled them. Drawing from the research project and from observations made during workshops with environmental and women's groups, the chapter also looks at the integration of gender in climate change within Quebec civil society. Finally, it explores some reasons for the absence of gender in climate change policy and action in Quebec.
