ABSTRACT

In the 21st century, international human rights standards have been widely embraced across the globe. The remarkable efforts of the United Nations and regional systems have succeeded in producing new conventions that recognize innovative formulations of human rights. 1 The result has been international instruments that not only codify unwritten norms of customary law but also represent the progressive development of international human rights law. Having the benefit of all the treaties, human rights advocates have increasingly turned their attention to devising the most efficacious enforcement mechanisms possible.
