ABSTRACT

Criticism of the conditions of migrant workers in Qatar, particularly low-wage workers in the construction industry, began in earnest following the awarding in 2010 of the FIFA soccer World Cup for 2022. The main criticism and calls for reform or abolition of the Kafala system were articulated in reports published by organizations such as the International Labour Organization (2013), Amnesty International (2013), Human Rights Watch (2012), the UN Special Rapporteur for Migrant Rights (Crepeau, 2014), the International Trade Union Confederation (2014), a government-commissioned report by DLA Piper (2014) and the Qatar Foundation (QF) (Jureidini, 2014).
