ABSTRACT

The 'Early Intervention Grant' came into operation from April 2011 but the important approach it established soon disappeared; victim of a greater Government offensive to remove ring fencing from departmental funding. The Grants then fragmented, raided and inevitably downgraded by various departments. This has made it harder to protect and promote public health and other budgets so crucial to the practical applications of early intervention, early help, youth interventions and so on. Despite additional money being poured into CAMHS very little of it is ringfenced and it is increasingly apparent that it is not ending up at the sharp end where it was intended. Better still would be to make sure that more children arrive at school well attached and well rounded in the first instance, and that as we know requires an holistic parent and baby solution.
