ABSTRACT

This chapter illustrates some of John Bennett's ideals regarding Early Childhood Education and Care (ECEC) systems, particularly as they were reflected in Starting Strong I and II and the related work that he completed after these reports were released. The way in which Bennett's ideas are illustrated is through outlining the course of ECEC system reform in Australia since 2007, paying attention to issues of access and equity and the participation of diverse groups. The chapter addresses system change, equity policy and the performance of the Australian ECEC system regarding equitable provision and outcomes for children across the country. It also addresses for Indigenous children, children in rural and remote locations and children living with disadvantage that stems from poor health or disability, economic circumstances or being in a cultural or linguistic minority group. The chapter discusses empirical evidence that illustrates children's access to Australian ECEC programs and services over this period and the relative quality and distribution of programs.
