ABSTRACT

This chapter explains with reference to a small local approach in Berlin, how water can be turned back into a common good after privatization and subsequent remunicipalization. The Berlin Water Charter describes one approach for marking out a legal framework with the intention of inspiring a new political consciousness leading to a water management that is oriented towards the common good. The chapter illustrates one local step towards the implementation of the global water movement's insistence on a form of water management that is oriented towards a more human water economy. The global water corporations hold world water forums every three years. At these events, the global water movement has organized its own alternative forums in order to discuss ideas for what to do about water and how to counteract the neo-liberal trend towards the increased commercialization of water. The Berliner Wassertisch has the vision and the will to implement this utopia of Berlin as a 'Blue Community'.
