ABSTRACT
This study identifies three changes in the governance of DROs that can pose challenges during the process of federation. The first challenge occurs when the DRO aims to become more complex. The second challenge is what we term a shift in mindset from a focus on agricultural production to a focus on processing and marketing. The third challenge is that some of the work in the DRO ceases to be done by volunteer members and is transferred to professional employees.
