ABSTRACT

The conceptual framework falls into four sections. First, the chapter explores the criteria for successful DROs, including ownership, financial self-reliance, managerial self-reliance, the democratic election of leaders and social accountability mechanisms. Next, indicators and the development pathways for DROs are identified and discussed. Study methodology, including literature review and data collection through interview surveys, is then described. Finally, the chapter identifies eight thresholds that represent practical stages in the development pathways of DROs that are particularly important in influencing their success or failure. These thresholds can be understood as points of transition in, for example, authority or information flows.
