ABSTRACT

Two serious injustices plague the American system of primary and secondary education. The first injustice is that children in poor school districts are frequently denied the funding necessary to provide them with a decent education.1 The second injustice is that parents, especially less affluent parents, are unnecessarily denied the freedom they ought to have in choosing schools for their children, for government school districts typically have a quasi-monopoly over the education of children within their boundaries.2 I will argue in this paper that the introduction of a voucher system is the best way of eliminating both injustices.
