ABSTRACT

This chapter examines the rationale for the expansion and the focus on tackling poverty and social exclusion in the Early Years environment. It discusses key reforms such as Sure Start, the Early Years Foundation Stage, EYFS and the extension of free early learning places both in terms of their underlying principles and their impact on Early Years practice. The chapter considers the implications of a renewed focus on Early Intervention and Early Help for Early Years settings. It also examines the connections between explanations of poverty and political ideology/intentions and the implications for Early Years settings and practitioners. The introduction of the EYFS and the legal requirement for all Early Years providers to adhere to its regulations from September 2008, was all the more significant when considered alongside the extension of free childcare for parents with children 3–4 years old.
