ABSTRACT

Equal employment opportunity and affirmative action have become firmly institutionalized in American society over the past twenty-five years. A fundamental principle of this reform movement has been that reduction of legal barriers, by themselves, would be insufficient to overcome the past record of discrimination for women and minorities. “Affirmative Action” is viewed by many to be an apt description for public policy which unambiguously sought to encourage agencies to make fundamental changes in personnel decision-making.
