Assessment of the Draft Hydrological Basin Plan of the Guadalquivir River Basin (Spain)
This chapter analyzes the tariffs applied in Spanish provincial capitals as well as the autonomous cities of Ceuta and Melilla. It concerns how equity was affected by the general tariff applicable to all households, as well as the special tariffs for larger households which were applied in some Spanish cities. The main contribution of this work to the literature regarding water tariffs is that it focuses the analysis of the equity of cost sharing for services on the size of the household to which individuals pertain a focus that until now was not used. Although the empirical results use simplifying assumptions for water consumption level and distribution among households of different sizes in different cities, the methodology developed has the potential to be replicated with real data in each case. It constitutes a useful tool for public administrations concerned about the equity of cost distribution for urban water services.
