Tourism development associated with Machu Picchu World Heritage Site has become a major economic driving force in the region of Cusco, long marked by extreme levels of poverty, particularly in the rural mountainous regions. Beyond access to revenue issues, poverty is marked by substantial limitations in access to basic services and infrastructure. In the pursuit of social inclusion and mobility, these limitations can be even more important than the basic financial situation of the population.
