ABSTRACT
This chapter discusses connective capacity in relation to change, and then explorers how governance structures do change over time and how to create or consolidate connective capacity under changing circumstances. The chapter builds upon the qualitative analysis of two recent reforms in the Romanian water sector: the regionalization process in the water services sector; and the implementation of a strategy in the flood risk sector. The analysis concentrates on the changes between 2005 and 2010 but also pays attention to the developments that preceded these reforms. Both sectors were strongly affected by an additional level of governance that emerged following Romania's adherence to the European Union. As a result, the governance structures for both sectors have been changing considerably: changes were observed in all governance dimensions. The chapter especially concentrated on reforms as carriers of connectedness and layers and levels as focal points of connective capacity.
