ABSTRACT
Since 1978, the key objective for the Chinese government has been to pursue economic growth to achieve modernisation. Demand for domestic and international air transport emerged in response to the increasing economic activities, which called for a more efficient multimode transport system. A centralised policymaking mechanism is able to coordinate conflicting interests and dissenting views with relative ease, so as to allow the central policymaking institution to formulate coherent foreign policies and conduct effective trade negotiations without serious impediment. The Belt and Road Initiative has been strengthened in some respects due to the input of the aviation industry. It is an opportunity to develop the civil aviation industries of the developing countries along the route which suffer the same challenges such as personnel shortages, financing, infrastructural, and technical challenges.
