ABSTRACT

This chapter outlines the development of two traditions of proceduralization in Norwegian railways, that is, the proceduralization of traffic safety and the proceduralization of safety management, in their historic context. It explores to what extent the traffic safety rules, respectively the safety management procedures may be construed to increase the intransitive power of the rule followers and to serve as a medium for normative integration. The chapter discusses whether proceduralization of traffic safety and safety management may facilitate or hamper double-loop learning. Proceduralization of operations at the sharp end can be very different from the proceduralization of safety management, even if both processes take place in the same organization. The proceduralization of safety management was imposed by the regulatory authorities and relied to a great extent on import of risk management professionals and risk management principles from the petroleum industry.
