ABSTRACT

This chapter addresses some key elements and recent reforms in the regulatory regime for the petroleum industry in Norway. The themes proposed are thus approached through the regulatory perspective, and the chapter discusses regulatory strategies and their impact on corporate risk management, focusing on how options and choices are shaped and restricted by regulatory roles, capacities, available information, and conceptual frameworks. It investigates options and limitations related to the regulatory role in confronting complex and high-risk industries, using these regulatory experiments as vantage points. The chapter discusses the scopes and limitations of the regulatory role and the development of self-regulatory strategies. It outlines the promises and problems related to the introduction of culture in organizational risk studies. The chapter also focuses on an extensive qualitative study of the Norwegian petroleum regime, including documentary studies, fieldwork, and interviews with government officials, unions, and industrial organization.
