ABSTRACT

This chapter presents the examples which draws from Europe, whilst acknowledging that elsewhere in the world, the themes of federalism, in many cases with the same characteristic so far as allocation of CRC-relevant areas of government activity. It illustrates great diversity in provenance and form of regional government but it is common for responsibility to be allocated to the regional tier in fields such as health, education, social care, culture and recreation. The chapter discusses the various tools for implementation and how the power to make and to use them is in some cases distributed between levels of government within the State Party. It argues that efforts towards more effective implementation need to take account of the range and parameters of legal and political power at internal levels and the nature of communication between the levels. The chapter examines an optimistic account of the recent developments in the UK, might suggest that they represent incremental steps towards such a model.
