ABSTRACT

This chapter introduces issues surrounding the governance of second home tourism. The regulation of second homes is affected by issues of definition as well as the legal capacities of different jurisdictions. The chapter notes that the governance of second homes can include governance and regulation of individuals and their mobilities, land use and the title of the second home, and the structure itself. Second home governance is noted as being particularly complex because of the difficulties in regulating mobility and the extent to which the subject of second homes cuts across different policy areas. This means that different jurisdictions will have different approaches towards governance as well as different emphases.
