ABSTRACT

Kenya has experienced a notable decline in human immunodeficiency virus prevalence. Kenya has introduced and implemented over 60 pieces of legislation on the issue of vulnerability as it relates to children. Kenya is a signatory to numerous international conventions and agreements that provide for the protection of children and promotion of their rights. The Kenya National Acquired Immune Deficiency Syndrome Strategic Plan reports that the target of reaching at least 80 percent of those in need of antiretroviral therapy is not expected to be achieved by the year 2015. Roughly 2.5 million children in Kenya are classified as orphans and vulnerable children. The government of Kenya recognizes the rights of the child as fundamental to national development. To curb the observed discrepancies, the government of Kenya has devoted resources targeting social services to improve the welfare of groups considered vulnerable.
