The purpose of education is highly contested and much debated in the academic discourse. Early philosophers on education emphasized the role of education as a moral enterprise and centered on concepts such as ethics and democracy. Education is central to the socialisation of both individuals and society. The UK government has recently announced plans to implement a Teaching Excellence Framework (TEF) which hopes to raise standards in higher education. Creativity as a real goal of education can be seen in one of the stated aims of the new National Curriculum launched in 2014. The purpose of education is also linked to who teaches, how they teach and what they teach. Once the goals of education are established, how to achieve them is linked to the curriculum and the content. The curriculum is not just a list of subjects to be taught but must include the goals of what it should achieve.
