ABSTRACT

This chapter provides some information on the Spain's internal energy policy and then analyzes its cooperation with China, India, Brazil, and South Africa. Spain has become a global producer and exporter of renewable energy for two reasons: promoting solar and wind energy has been an alternative strategy to traditional energy imports; and the last decade the country has had to adapt to EU energy governance and the commitment to reach the 20 percent target of renewable energy in total energy consumption. Against the background of economic crisis in Spain, the trend towards engaging the BICS and other emerging markets for renewable a response to domestic considerations and economic needs continues in the short and medium terms. The absence of information exchange and coordination between Spanish and EU energy governance towards the BICS countries illustrates that a common energy market is still far from a reality.
