ABSTRACT

This chapter reviews the development of work-related disability management reform in Mainland China and the Hong Kong Special Administrative Region (SAR). A brief historical overview is followed by an exploration of the social, political and economic issues involved in promoting the idea and concept of disability management. Experience in other countries have shown that only through the collaboration of government, employers, professionals and NGOs can effective disability management be delivered. The international Certified Disability Management Professional (CDMP) certification examination organized by National Institute of Disability Management and Research (NIMDAR) in Canada was introduced in Hong Kong in 2008 and has been well received. Limitations remain in terms of the availability and quality of disability management due to existing priorities in the medical profession, among insurance companies and within the Labour Department. The government's commitment to facilitating and nurturing the culture of disability management remains the most critical element.
