ABSTRACT

Rapidly increasing international economic integration and technological and organisational changes are believed to have led to increased demand for highly skilled workers. While the extent to which skill requirements have in fact risen and the importance of potential drivers are still being debated, the view that labour demand has shifted towards high skill workers has intensified policymaking in the area of skill supply. Arguing that an increase in the supply of skilled labour is necessary to remain competitive in the global labour market, governments’ primary remedy has been to expand education and attempt to improve educational attainment.
