Local and Regional Government Reform in Croatia: Subsidiarity and Innovation in an Era of Austerity

Since the regaining of Croatian independence in 1991 and of a new territorial system, established in 1992 and in operation since 1993, there has been constant public demand for further adjustments and changes. Even though there were numerous small changes in the system of territorial government and in geographical limits of municipalities, towns and counties, there is still dissatisfaction with the current situation.
