ABSTRACT

Stakeholders use many different means to achieve their objectives and to influence policy outcomes (Klijn, Koppejan, and Termeer 1993). However, it is usually necessary for them at some stage of the decision-making process to have to justify their claims by reference to the interests of the wider community (Lafferty and Meadowcroft 1996). For example, a planning proposal for a housing development scheme might be justified by the need to attract high-income earners into the area, despite a potentially significant environmental impact. This conflict of interests between economic development and its social and environmental consequences lies at the heart of the case study in this chapter. It examines the wider implications for spatial policy for housing, by reference to the present, desired and potential contributions of a wide range of actors.
