ABSTRACT

Construction and engineering programmes (C&E programmes) are often large undertakings that can have strategic objectives which give rise to changes in organizations, legal frameworks and people’s ways of living. Entire communities can be affected. Some C&E programmes are aligned to government policies or national needs and can be influenced by requirements from international agencies. National and international C&E programmes can even deliver infrastructures or other facilities that strengthen the prestige and sovereign power of the host state.
