ABSTRACT
When dealing with complex programmes the reality is that, while they remain important, traditional project management methods and tools are not sufcient. The complexity of multiparty collaborations in ambiguous and uncertain environments means that traditional tools and methods, with their probabilistic and linear assumptions, are not sufcient to return the benets expected of public or private sector investments.
