Governance Challenges for Primary Health Care

Governance of the work done by health professionals in primary health care is complex and undergoing rapid transformation. It has an additional dimension of complexity compared to the governance of care based in large institutions because institution based health care workers do reach out from their institution into the community to provide primary care, and there interact with community based health care workers and many agencies outside the health sector altogether. To further complicate things, the primary health care workforce is being asked to shoulder some of the most complex challenges facing the health sector – this is why the World Health Report of 2008, devoted to primary health care, was titled ‘Now, more than ever’ (WHO 2008).
