ABSTRACT

This chapter focuses on learning over several years from the development of a large-scale personal outcomes approach in Scotland called Talking Points. Talking Points builds on research at York University followed by the University of Glasgow. This work confirms that outcomes-based working involves revisiting social work values and inclusion of people with disabilities in decision-making about their lives. The chapter provides an overview of the global picture on disability, drawing on the World Health Organization (WHO) World report on disability. There is an important relation between poverty and disability: Poverty both causes and is often a consequence of disability. The majority of people with disabilities live in developing countries, facing both the reality of social and economic disadvantages as well as the denial of human rights. The chapter outlines some key principles for a better and more constructive engagement between disabled people and social workers.
