ABSTRACT
Introduction The book of which this chapter is a part highlights emergent global perspectives on urban law. In the United States, the precarious state of municipal finances has received worldwide attention in recent years, attention that was magnified in the wake of Detroit’s historic bankruptcy filing. Industrial decline and suburbanization have left urban core cities large and small unable to provide basic services and honor pension promises made long ago in an era of robust industry and high population.
