ABSTRACT
On various occasions politicians, journalists or academics have posed the question of the finalité of European integration. The underlying assumption has been that there must be some borders which the integration process cannot trespass. The borders could be functional, e.g. transfers of competences to the EU level, or geographical, for example limits to enlargement.
