Trade Unions as Learning Organizations: The Challenge of Attracting Temporary Staff

Similar to other organizations, unions must learn how to deal with changing socio-economic conditions in order to safeguard their survival. Recently, unions in Germany have been facing two problems, both an increase in temporary staff which the unions cannot recruit through traditional shop-floor strategies and a general loss of members in the last two decades. This has spurred unions to seek out potential new members that were ignored until now. Among these are temporary blue-collar and white-collar workers, hereafter referred to as temps.
