ABSTRACT

This chapter focuses on the relation between two socially significant aspects of the future of transportation systems: the transition toward environmentally sustainable mobility and the transition towards mobility justice. It presents a case study of some recent developments in US urban policy around transportation, sustainability, and transport equity, suggesting that a new mobility regime' may be emerging within transport equity. The chapter examines more closely some of the current changes that are taking place in the planning, design and funding of large-scale urban mobility systems in the USA, taking into consideration their implications for both sustainability and mobility justice. Such systems also carry further negative implications for mobility justice and the distribution of network capital. Cultural theorist Jeremy Packer points out that Automated Highway Systems (AHS) and Intelligent Vehicle Highway Systems (IVHS) are being designed as part of larger networked systems known as Integrated Communications and Navigation in the industry, which is closely linked to military research into automated vehicles.
