ABSTRACT

Urban policy in England has undergone a number of important changes since the previous report was written in 1997. In that year a Labour government replaced a Conservative government and there have been major shifts in policy priorities, principles and practices. The government has abandoned many – although not all – of the key principles of the previous Conservative government’s policies. The consequences of the policy shifts are still being worked out. But they make urban policy in England rather different in 2004 than it was in 1997.
