Legislative-Executive Relations and US Policy Toward Iraq
Iraq has preoccupied the last three Presidents. In response to Iraq’s invasion of Kuwait
President George H.W. Bush in August of 1990 assembled a multinational coalition
and forced Saddam Hussein back to his borders. President Bill Clinton regularly
used military force against Iraq without congressional authorization. President
George W. Bush asked Congress for legislation to authorize war against Iraq,
insisting that the statute be enacted before the November 2002 mid-term elections.
