ABSTRACT

In child and adolescent schooling responsibility is fundamentally something which has to be gradually developed and many contemporary ideas and programmes deal with this in different ways, identifying it as a key issue of modern school development. Most adult education is based on interest, and when the acquisition of some formal competence is required adults are usually in a position to make a regular and conscious choice to take a course in order to attain a personal goal or to decline if the conditions are not acceptable. Education is not only a commodity. Society has also a fundamental interest in its members being educated as much and as well as possible.
