ABSTRACT

Storage tank is high-risk facility, which may cause financial loss, environmental pollution and casualties in case of leakage, fir, explosion etc. Under-inspection or overinspection can occur due to lack of jurisdictional requirements on the inspection interval and method for storage tanks. Reasonable safety inspection is of great significance to ensure the long-term and safe operation for storage tank. Risk-Based Inspection (RBI) is an inspection strategy to make balance between safety and cost. This study applied RBI methodology to optimize the inspection strategy of oil storage tanks. The procedure of RBI according to national standard in China (GB/T 30578–2014 “Risk-Based inspection and evaluation for atmospheric pressure storage tanks”) was discussed, and RBI was applied to three crude oil tanks. Risk-based inspection plans for these three tanks were proposed, and suggestions were provided on RBI application in China.
