ABSTRACT

This chapter addresses entanglements in terms of roles and responsibilities and orders of visibility as reflected in the Swedish integration and labour market policies, discourses, and practices with regards to the basic Swedish language program for adult immigrants from a socio-political perspective. It focuses on ambivalent views on the role of language skills for social integration and the complex aspects of L2 learning and uses in Swedish work-life. The chapter looks ahead and discusses present and future challenges for sfi with regard to the entanglements of power and interests inherent in its development and delivery. It explains a short background on immigration to Sweden, the development of the basic Swedish language program for newly arrived immigrants (sfi), and the Swedish Language Act. It argues that the entangled and dynamic, though often blurred, formations of power and their intersections affect the program's possibilities to perform its task in a major way.
