In a democratic society, terrorism is one of several methods used by networks of individuals who simultaneously exploit and combat the society in which they live. In practical terms, those engaged in counter terrorism work will have to enlist the support of three disciplines: intelligence studies, criminology and the big game hunter. Intelligence-led investigations are needed to identify lone actor terrorists. Taken in isolation, individual behaviors can be seen as innocuous; however, when seen as part of the continuum of the radicalization process, their significance becomes more important. A comprehensive network of institutions ranging from law enforcement to social services to mental health care expected to cooperate to identify those at risk of taking up violence. Regional and central authorities within the security sector as well as within the health and social sectors need to work together to identify potential security threats among individuals at risk of turning to violence.
