ABSTRACT

There has always been considerable tension between politics and the ad-minstration of public policy. In theory, there is a wall that separates those who make the laws and those who carry them out. A public administrator is charged with taking the decisions of elected officials and translating them into reality without consideration for the political implications of the actions. Neutrality on the part of civil servants has long been held as the standard that guides government workers in their duties. Although these principles of neutrality and the maintenance of a divide between those who make the laws and those who implement the laws remain today, the reality is that all administrations at all levels of government implement their programs with an eye toward political considerations.
