ABSTRACT

This chapter aims to reveal the underlying behaviour beyond the local innovation dynamics within the case of emerging creative district in Izmir, Turkey. Smart development involves not only the construction of appropriate dwellings, but also the strengthening of the productive capability of local industries. Smart planning systems promote modern physical and technological infrastructure, and support the productivity of local firms. One institutional mechanism that can encourage such smart aspirations is a Local Development Partnership (LDP) as a workable alternative to fragmented and conflicted planning landscapes. To investigate whether urban ecosystems with a LDP and Placed Based Enterprises (PBE) focus enhance resilience, this chapter focuses on inner-city fashion clusters. Specifically, the Turkish case study investigates the wedding industry in the Mimar Kemalettin Fashion District of Izmir, Turkey. The ecosystem approach is very common in the literature on creative ecology, business ecosystem and ecosystem management.
