Mr. Samuel grew up in a small rural village on the north coast of KwaZulu-Natal and attended the University of Natal in the early 1960s. He began his career as a teacher and administrator in South Africa in 1965 and has held various positions in Zambia, Ghana, and the UK, including chief examiner of the West African Examinations Board and academic director of the Teachers Education College in Zambia.
