ABSTRACT

This chapter focuses specifically on the special education process that must be implemented by law, and in doing so, provides a lens for examining the potential of an instructional program being socially just, equitable, and inclusive. It discusses the concepts and approaches in graduate educational leadership preparation that teaches students about the implementation of special education and related services so as to discern the balance between legal compliance and ethical strategies that aspiring leaders need. The special education process is relatively similar across the United States. Addressing the inequities and injustices that arise from the administration of special education and related services requires legal and ethical considerations that school leaders must learn about both prior to beginning their practice and on the job. Bringing the knowledge traditions in general education, special education, and educational leadership together can result in preparation programs that prepare students to champion the education of all students.
