ABSTRACT

This chapter focuses on electronic procurement in the construction industry and indicates all of the stages it impacts on during the procurement process. It shows how to complete electronic advertisements for European Contracts and traces the main tendering process electronically and indicates how electronic awarding can take place. The chapter describes the initial stage described in 'Stages of e-procurement section' equates to the European Dynamics e-notification stage and is known as e-advertising because it contains the notifications at each stage of the process. The UK government decided to assess quality at both 'prequalification' or selection stage and at Quality/Price second or award stage by adopting the 'Restricted Procedure' in Public Contracts Regulations. The chapter analysis the UK construction industries use of e-procurement further implementation needs to be completed to meet this target. It traces its evolution through from the Modernising Government White Paper to the target for public sector procurement across the European Union to be electronic by June 2016.
