Disaster management involves far more than skilled managers who can organise and coordinate the application of resources to respond to an incident. It requires managers who can achieve outcomes throughout all phases of the PPRR cycle. It also requires the organised systems and structures needed to support managers and ensure positive outcomes are achieved for individuals, agencies, government and, above all, the community.
