ABSTRACT
Especially for cities and other subnational governments, 19th- and 20th-century history enshrined the idea of a physical public square where citizens discuss and, often, protest the issues of the day. We see this in locations like New York’s City Hall Plaza or in the town halls across America, or, more famously, in London’s Speakers’ Corner in Hyde Park.
