ABSTRACT
There is considerable international interest in usage of the Arctic waterwayconnecting the Atlantic with the Pacific-the Northeast Passage-but also much uncertainty over how traffic will develop. The overarching question discussed in this article is whether conditions with regard to administration, tariffs and infrastructure are stable enough to justify large-scale investments in Arctic shipping by users of the sea route.
