Since all the companies studied are in an early stage of RL, they value less the other factors such as resource reduction, integration and coordination and volume and quality of returns. These factors are weighed insignificantly compared to others such as legislation, customers’ demand and incentives (see Table 3). Another possible explanation why factors such as resource reduction do not appear to be a major concern, and therefore scored very low, may be due to administrative price distortion of critical production materials which is making it possible for Chinese firms to engage in highly intensive resource utilisation in production resulting in wastage and pollution (World Bank 2013).
