ABSTRACT

This chapter reviews recent developments in Scotland where the transition to a more market-based system as part of UK-wide developments was interrupted by the process of devolution from 1999. In examining how Scottish higher education has evolved since 1999, it is useful to reviews the main policy changes in light of Brown's framework of market and non-market models. Scottish higher education policy has been developed through a series of enquiries and reports since 1999, building on the distinctive features of Scottish education that developed in earlier periods. Brown also associates market-based policies with reduced expenditure per student, leading to increased efficiency but a reduction in the quality of education experienced by most students. Scottish government white paper set out proposals that would be the subject of legislation in 2013 and reaffirmed the dominant role of the state in higher education funding. The Scottish Government also initiated a separate review of university governance, which reported early in 2012.
